Description

Duties and Responsibilities:


Staffing

  • Assesses the effectiveness of recruitment system, tools & techniques and recommends areas for improvement of policies, systems, and procedures in sourcing, screening,
  • and selection of applicants
  • Takes charge or oversees the process of recruitment, assessment, selection, placement, transfers, and staff movement
  • Reviews staffing plan and provides advice in addressing staffing concerns of the various departments.


Compensation/Rewards Management

  • Conducts periodic reviews of staff salaries and benefits, and formulates recommendations within the cooperative's affordability
  • Administers staff compensation and benefits package, including sourcing and negotiation with prospective insurance providers
  • Reviews job descriptions and facilitates the conduct of job evaluation with the department heads
  • Participates and/or conducts compensation surveys and design/modify salary structure as necessary


Organizational Development

  • Assists the General Manager in needs diagnosis and recommends appropriate OD interventions necessary
  • Develops, implements, and evaluates OD programs to respond to identified needs
  • Spearheads IEM (information, education, motivation) campaigns for new OD/HR initiatives
  • Designs responsive organizational/functional structures and coordinates with the Department Heads on manpower planning and staffing
  • Develops, implements and monitors projects for culture-buildingSchedules and coordinates the conduct of strategic/operational planning and assists the General Manager in monitoring the status of departmental plans
  • Keeps minutes of ManCom/BOD Meetings taken by ManCom members on rotation basis.
  • Assists the GM in introducing and implementing organizational changes
  • Prepares responsive annual OD/HR Operational plan and budget; monitors implementation


Performance Management

  • Conducts periodic reviews of the company's Performance Management System and recommends improvements; schedules the annual performance
  • assessment at the organizational, departmental, and individual levels
  • Facilitates implementation of the PMS; acts as advisory to department heads in performance planning, monitoring, and evaluation
  • Develop and implement a reward and recognition scheme anchored on pay for performance policy
  • Formulates annual performance evaluation activity guidelines, and maintains related reports


HR Administration

  • Monitors the maintenance and update of YOC staff database and 201 files and ensures accuracy and reliability of data and reports
  • Attends to issues, requests and concerns raised by YOC staff in all HR areas
  • Coordinates with the Legal Assistant on YOC staff concerns / issues involving legal matters
  • Acts as oversight in the implementation of staff wellness programs, i.e. APE, Outing, Sports, etc.
  • Assists General Manager in maintaining healthy workplace relations
  • Prepares an annual Staff Wellness Program for holistic development and work-life balance

Requirements

  • Bachelor's degree in Industrial/Organizational Psychology or Human Resource Development Management (a Master's degree is an advantage)
  • At least 8 years of experience in handling Human Resources/Organizational Development Function
  • At least 3 years of management experience (people management)
  • Strong leadership and managerial skills
  • Strategic and critical thinker
  • Good communicator (across all levels of the organization) and could adapt to diverse workforce culture
  • Adept in change management, conflict resolution, coaching, and counseling
