Site Electrical Engineer/Manager (T&D / Renewable Energy)
Duties and Responsibilities
- Site Operations & Scheduling: Manage daily site operations, supervise staff and subcontractors, monitor construction progress, and maintain site safety/resources. Develop and update the Site Construction Management Plan and Level-3/4 Primavera P6 schedule, implementing swift recovery actions for any delays exceeding 3 days.
- Stakeholder Coordination: Chair daily toolbox meetings and weekly coordination meetings with the Owner, TSO, Consultant, and subcontractors. Promptly issue and close out meeting minutes.
- Technical & Safety Reviews: Review and approve technical method statements, Inspection and Test Plans (ITPs), HSE plans, lifting plans, stringing schemes, confined-space procedures, and live-work procedures.
- Resource & Cost Control: Control critical project resources including labor, equipment, materials, and cash flow. Monitor project cost versus budget, prepare monthly BCWS/BCWP/ACWP reports, and initiate early-warning actions when variances exceed 2%.
- Subcontractor & Claims Management: Verify subcontractors’ daily progress reports and quantity records to support variation orders and claims.
- HSE Enforcement: Strictly enforce project HSE systems including JSA, PTW, LOTO, working-at-height requirements, and PPE rules—relentlessly targeting zero electrical shock, zero fall, and zero arc-flash incidents.
- Project Close-out: Collate and manage as-built drawings, testing reports, O&M manuals, punch-list close-out, and final account settlement documentation.
- Compliance & Reporting: Ensure strict compliance with local labor laws, visa policies, and project employment regulations. Report project KPIs, cash flow status, risks, delays, and contingencies to the Corporate Project Manager within 24 hours of occurrence.
- Have experience in Transmission Line and Substation probably renewable energy (solar, wind, geothermal and etc.)
Qualifications
- Education: Bachelor’s Degree or Diploma in Electrical, Power, or Industrial Engineering.
- Experience Requirements: * Minimum of 5 years of experience in transmission and distribution (T&D) construction projects.
- Must have dedicated experience in renewable energy projects (e.g., utility-scale solar or wind).
- At least 2-3 years of experience as a Site Manager or Deputy Site Manager for 69kV and above transmission line, substation, or export line projects.
- Utility-scale solar collector substation experience is highly preferred.
- Technical Standards & Software: * Familiarity with IEC 62271, IEC 61869, IEC 60865, IEEE 738, IEEE 80, and local grid code requirements.
- Proficient in Primavera P6, MS Project, AutoCAD, and ETAP.
- Hands-on experience using HV testing equipment (such as OMICRON and Megger) is a distinct advantage.
- Communication & Soft Skills: * Working-level English communication skills are required (capable of preparing English method statements, procedures, and technical reports); additional local language capability is preferred.
- Strong leadership, coordination, planning, communication, and problem-solving skills.
