We are seeking a highly motivated On-Site QHSE Manager to join our wind turbine project team for utility-scale wind power projects. This role involves working closely with project managers, engineers, contractors, and other partners to ensure all Quality, Health, Safety, and Environmental aspects of the project are managed effectively and in full compliance with applicable standards and regulations.

  • Develop, implement, and maintain the Project QHSE Management Plan, including Quality Management Plan (QMP), HSE Plan, and Environmental Management Plan (EMP).
  • Conduct regular site inspections, safety walks, and quality audits covering foundation construction, turbine erection, cable laying, and substation works.
  • Review and approve Inspection and Test Plans (ITPs), Method Statements, Job Safety Analyses (JSAs), and Work Inspection Requests (WIRs).
  • Manage non-conformance reports (NCRs) and ensure timely completion of corrective and preventive actions (CAPAs).
  • Lead incident investigations using root cause analysis (RCA) methodologies and prepare lessons learned reports.
  • Oversee permit-to-work (PTW) systems for high-risk activities including lifting operations, working at height, electrical work, and confined space entry.
  • Monitor and control environmental impacts during construction, including waste management, dust, noise, soil erosion, and hazardous material handling.
  • Organize and conduct QHSE inductions for all new personnel, subcontractors, and visiting stakeholders.
  • Track and report QHSE KPIs including leading and lagging indicators (LTI, TRI, near misses, NCRs, audit findings).
  • Prepare and submit daily, weekly, and monthly QHSE reports to the Project Manager and client representatives.
  • Liaise with local regulatory authorities, third-party inspectors, and certification bodies on all QHSE compliance matters.
  • Promote a proactive zero-harm safety culture across all project personnel and contractors.

Requirements

  • Bachelor's degree in Engineering (Civil, Mechanical, Electrical, Environmental, or related field).
  • Minimum 5+ years of QHSE experience in construction or energy projects, with at least 2 years in renewable energy (wind or solar preferred).
  • Professional certifications required: NEBOSH International General Certificate or equivalent; ISO 9001 / ISO 45001 / ISO 14001 auditor certification is an advantage.
  • Strong knowledge of risk assessment methodologies, PTW systems, and construction safety regulations.
  • Familiarity with international standards and frameworks including IFC Performance Standards and ILO guidelines.
  • Proficient in Microsoft Office; experienced with QHSE management and reporting tools.
  • Excellent communication, leadership, and interpersonal skills with the ability to influence at all levels.
  • English proficiency is required; knowledge of local language is a strong advantage.

Working Conditions

Based on-site at wind farm construction locations; routine interaction with team mainly from China and local. May involve rotational shifts and extended hours during key project phases. For construction project is 6 working days per week.
