Sourcing and Procurement Specialist

About the Role
KTC Solutions Philippines, Inc. is seeking an experienced and results-driven Sourcing and Procurement Specialist to support the company’s construction, facilities, and project-based operations.
The successful candidate will be responsible for identifying reliable suppliers, sourcing materials and services, obtaining competitive quotations, negotiating commercial terms, and ensuring the timely procurement of goods and services required for project execution.
This role requires strong supplier management, negotiation, cost analysis, and procurement coordination skills, with the ability to work closely with Project Management, Engineering, Finance, Warehouse, and Operations teams.
Key Responsibilities
- Source and identify qualified suppliers, vendors, subcontractors, and service providers for project and operational requirements.
- Develop and maintain a reliable supplier and vendor network locally and, when required, internationally.
- Prepare and issue Request for Quotations (RFQs) and other procurement inquiries.
- Obtain, evaluate, and compare supplier quotations based on price, quality, specifications, lead time, payment terms, and delivery requirements.
- Negotiate pricing, payment terms, delivery schedules, warranties, and other commercial conditions with suppliers.
- Prepare procurement recommendations, purchase requests, and purchase orders for management approval.
- Coordinate with Project Managers, Engineers, Warehouse, Finance, and other departments to ensure materials and services are available when required.
- Monitor purchase orders, supplier commitments, delivery schedules, and outstanding procurement requirements.
- Follow up with suppliers to ensure timely delivery and resolve issues involving delays, quality, quantity, or specifications.
- Conduct supplier evaluation and performance monitoring.
- Identify alternative suppliers and sourcing options to mitigate supply chain risks.
- Support cost-saving and value-engineering initiatives through competitive sourcing and effective negotiations.
- Maintain accurate procurement records, supplier information, quotations, purchase orders, and supporting documentation.
- Ensure procurement activities comply with KTC policies, project requirements, contractual obligations, and applicable Philippine laws and regulations.
- Assist in preparing procurement reports, cost comparisons, and management updates.
- Support project mobilization and closeout activities as required.
- Perform other procurement and sourcing-related duties assigned by management.
Qualifications
- Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, Logistics, or a related field.
- 4–6 years of relevant experience in sourcing, procurement, purchasing, or supply chain management.
- Experience in a construction, engineering, facilities management, government contracting, or project-based company is highly preferred.
- Strong experience in supplier sourcing, quotation comparison, price negotiation, and vendor management.
- Ability to understand technical specifications, scopes of work, and material requirements.
- Strong analytical and cost-comparison skills.
- Excellent negotiation and communication skills.
- Strong attention to detail and ability to manage multiple procurement requirements simultaneously.
- Proficient in Microsoft Office, particularly Excel.
- Experience using ERP, procurement, inventory, or purchasing systems is an advantage.
- Knowledge of Philippine suppliers, construction materials, equipment, and services is preferred.
- Ability to work under pressure and meet project deadlines.
- Willingness to coordinate with suppliers and project teams outside regular working hours when project requirements demand.
Preferred Experience
Candidates with experience supporting U.S. government or military construction projects, international contractors, or defense/facilities-related projects will be highly considered.
