Key Responsibilities

  • Develop and implement effective procurement strategies, policies, and procedures aligned with company and project requirements.
  • Manage the end-to-end procurement process, from purchase requisition and canvassing to supplier selection, purchase order issuance, delivery, and documentation.
  • Source and evaluate reliable suppliers, contractors, manufacturers, and service providers.
  • Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions to obtain the best value for the company.
  • Monitor supplier performance, product quality, lead times, and compliance with agreed terms and conditions.
  • Ensure the timely procurement and delivery of construction materials, mechanical and electrical equipment, water treatment equipment, chemicals, tools, spare parts, and other project requirements.
  • Review purchase requisitions, quotations, technical specifications, and comparative statements before purchase approval.
  • Coordinate closely with Engineering, Project Management, Construction, Warehouse, Accounting, and other departments regarding procurement requirements.
  • Monitor procurement schedules and ensure materials and equipment are available based on project timelines.
  • Maintain an updated database of approved suppliers, price lists, purchase orders, and procurement records.
  • Conduct regular supplier evaluation and accreditation.
  • Identify opportunities for cost reduction, alternative sourcing, bulk purchasing, and process improvement.
  • Ensure proper documentation and compliance with company procurement policies and approval procedures.
  • Resolve supplier-related issues involving delays, quality concerns, incomplete deliveries, and discrepancies.
  • Prepare regular procurement reports, including purchasing status, outstanding orders, supplier performance, cost savings, and upcoming requirements.
  • Lead, train, and supervise the procurement team to ensure efficient and accurate purchasing activities.
  • Perform other procurement-related duties as may be assigned by management.

Qualifications and Requirements

  • Bachelor’s degree in Supply Chain Management, Business Administration, Management, Engineering, Logistics, Purchasing, or a related field.
  • At least 5 years of relevant experience in procurement or purchasing, preferably with 2–3 years in a supervisory or managerial capacity.
  • Experience in construction, engineering, water treatment, wastewater treatment, manufacturing, or project-based companies is highly preferred.
  • Strong knowledge of procurement processes, supplier sourcing, purchasing, inventory coordination, and contract negotiation.
  • Experienced in sourcing technical materials, equipment, machinery, construction materials, and project supplies.
  • Strong negotiation and vendor-management skills.
  • Knowledgeable in preparing and evaluating Request for Quotation (RFQ), canvass sheets, bid comparisons, Purchase Orders (PO), and other procurement documents.
  • Ability to interpret technical specifications, material requirements, and project documents.
  • Strong analytical, organizational, and problem-solving skills.
  • Proficient in Microsoft Office, particularly Excel, and preferably experienced with ERP or procurement management systems.
  • Excellent communication and coordination skills.
  • Highly organized, detail-oriented, and capable of managing multiple procurement requirements simultaneously.
  • Ability to work under pressure and meet strict project deadlines.
  • Willing to conduct supplier visits, site inspections, and business-related travel when required.
  • Must demonstrate integrity, accountability, confidentiality, and professionalism in handling company purchases and supplier transactions.

  • Water Treatment Plant (WTP) equipment and materials
  • Sewage Treatment Plant (STP) equipment and materials
  • Wastewater Treatment Plant (WWTP) equipment
  • Pumps, blowers, tanks, filters, membranes, valves, and piping
  • Mechanical and electrical equipment
  • Construction and civil works materials
  • Water treatment chemicals
  • Fabrication and installation services
  • Imported equipment and technical components
