The HR Specialist serves as the payroll checker, benefits controller, and lead for Philippine labor compliance and employee relations. This role ensures accurate and timely payroll and

government remittances (SSS, PhilHealth, Pag-IBIG), clean due-process documentation, on-time DOLE reporting, and fair handling of employee relations cases in accordance with Philippine

labor laws and company policies.


Key Responsibilities

A. Payroll (Checker)

• Review payroll inputs including time records, overtime, night differential, and allowances.

• Validate payroll computations and confirm final net pay totals.

• Sign and approve the Payroll Check Sheet every payroll cut-off.


B. Benefits Controller (SSS / PhilHealth / Pag-IBIG)

• Build and maintain expected EE/ER/EC contributions per employee based on current rules (2025).

• Reconcile expected vs. paid contributions using PRNs and Official Receipts.

• Log variances, investigate discrepancies, and ensure corrections are applied in the next cycle.

• Coordinate closely with the Accountant on PRN generation, payments, and receipt validation.


C. Employee Relations & Labor Compliance

• Manage and resolve employee relations issues in compliance with Philippine labor laws and company policies.

• Handle DOLE-related matters (e.g., mediation, hearings, documentation) in coordination with external counsel when required.

• Ensure compliance with Labor Code requirements, including 13th month pay, overtime, holiday pay, and due process.

• Prepare and submit DOLE-mandated reports on time (e.g., 13th Month Pay ERS by January 15, and other required reports).


D. Due Process & Administrative Cases

• Draft Notices to Explain (NTE), hearing minutes, and Decision Notices using clear and simple language.

• Maintain an updated case log including timelines, notices issued, and outcomes.

• Ensure complete and organized documentation of evidence and records.


E. Recruitment & Onboarding (as needed)

• Assist in job posting, candidate screening, interviews, and evaluations.

• Facilitate onboarding and orientation programs.

• Ensure completeness of 201 files, employment contracts, and employee IDs.


F. Performance & Development

• Support performance management processes, including probationary reviews and annual evaluations.

• Recommend and coordinate training and development initiatives aligned with identified skill gaps.


G. Engagement & Employee Support

• Help design and implement small employee engagement initiatives (e.g., pulse surveys, quick-win activities).

• Provide practical HR guidance to employees and escalate legal or complex issues to the Operations Manager.


H. Records, Trackers & Reports

• Maintain complete and up-to-date 201 files (IDs, contracts, certificates of employment).

• Track headcount, hires, exits, leave, and attendance records.

• Prepare and publish a Monthly HR One-Pager covering headcount, exits, on-time remittance percentage, and key HR issues.


I. Policy & SOP Upkeep

• Maintain and update concise (1–2 page) SOPs for Payroll, Benefits, Discipline, Offboarding, and Vendor Management.

J. DingTalk (Reviewer)

• Review Purchase, Demand, Youcheng, and Bank tickets for accuracy of documents, amounts, and approval routing.

• Provide corrective comments within tickets and ensure closure with complete supporting proofs.


Qualifications

• Bachelor’s degree in Human Resources, Psychology, Business Administration, or a related field.

• At least 3 years of HR experience, with strong exposure to payroll checking, government benefits, and labor compliance.

• Solid working knowledge of Philippine Labor Code, DOLE regulations, and due process procedures.

• Experience handling SSS, PhilHealth, and Pag-IBIG remittances and reconciliations.

• Strong attention to detail, documentation, and record-keeping skills.

• Good communication and interpersonal skills; able to handle employee concerns professionally and fairly.

• Comfortable working with HR systems, payroll files, and ticketing tools (e.g., DingTalk).

• With pleasing personality is a plus.
