About the Role

KTC Solutions Philippines, Inc. is seeking a highly organized and analytical Accounting / Budget Analyst to support project financial management and cost control.

The Accounting / Budget Analyst will be responsible for maintaining accurate project budgets, monitoring commitments and actual expenditures, validating subcontractor billings, forecasting project costs, and providing timely financial reports to the KTC Project Manager and Project Management Office (PMO).

This position will play a critical role in ensuring that project costs remain within the approved budget, potential overruns are identified early, and KTC maintains visibility over its projected project profitability and cash-flow requirements.

Key Responsibilities

1. Budget Control

  • Maintain and regularly update the approved project budget.
  • Establish and maintain the revised subcontracted cost baseline.
  • Monitor budget allocation across subcontractor and KTC-retained project costs.
  • Ensure all approved budget changes are properly documented and reflected in project financial records.

2. Commitment Tracking

  • Record and monitor the AR Ramos PO/subcontract value and all subsequently approved changes.
  • Maintain an accurate commitment register covering purchase orders, subcontract agreements, change orders, and other contractual commitments.
  • Monitor remaining commitments against the approved project budget.

3. Actual Cost Tracking

  • Track and reconcile all project-related expenditures, including:
  • Subcontractor costs
  • KTC Project Manager / Site Engineer costs
  • Site Administration costs
  • Vehicles and equipment
  • Fuel
  • Travel and accommodation
  • Temporary facilities
  • Materials and supplies
  • Other KTC-retained project costs
  • Ensure supporting documentation is complete, accurate, and properly filed.
  • Reconcile project expenses against accounting records and approved budgets.

4. Subcontractor Invoice Validation

  • Financially review AR Ramos invoices prior to payment.
  • Verify invoices against the approved Purchase Order/Subcontract Agreement, certified physical progress, previous payments, retention, and remaining contract balance.
  • Coordinate with the Project Manager/Site Engineer, who will certify actual physical progress.
  • Identify discrepancies, duplicate billings, unsupported charges, or billing amounts exceeding approved commitments.
  • Ensure payment calculations are consistent with agreed payment terms.

5. Budget vs. Actual Reporting

  • Maintain current Budget / Committed / Actual / Forecast / Variance figures.
  • Prepare regular budget-to-actual reports for project management.
  • Analyze cost variances and identify the reasons behind significant deviations.
  • Immediately escalate potential cost overruns or unfavorable trends to the Project Manager and PMO.

6. Estimate at Completion (EAC)

  • Prepare and regularly update the project's Estimate at Completion (EAC).
  • Forecast expected final project costs based on committed costs, actual expenditures, remaining work, and known cost exposures.
  • Identify early warning indicators of potential budget overruns.
  • Provide recommendations to project management to mitigate financial risks.

7. Cash-Flow Management

  • Prepare project cash-flow forecasts.
  • Monitor expected payment dates for subcontractors and internal KTC project expenses.
  • Forecast upcoming cash requirements and compare them against expected client receipts.
  • Highlight potential cash-flow gaps or timing issues to management.

8. Change Control & Cost Exposure

  • Maintain a financial log of:
  • Change orders
  • Additional work
  • Credits
  • Approved variations
  • Pending changes
  • Potential cost exposure
  • Ensure changes are properly documented, approved, and reflected in project forecasts.
  • Monitor unauthorized or unapproved subcontractor work to prevent costs from being incurred without proper approval.

9. Project Margin Monitoring

  • Continuously monitor KTC's projected gross project margin.
  • Calculate projected profitability based on:
  • Client contract revenue
  • AR Ramos subcontract costs
  • KTC-retained project costs
  • Approved and pending changes
  • Forecasted remaining costs
  • Alert management when projected margins are declining or when additional costs may impact profitability.

10. Financial Closeout

  • Reconcile all project costs at project completion.
  • Verify final subcontractor billings, retention, outstanding commitments, and unpaid obligations.
  • Ensure all project expenses are properly recorded and supported.
  • Prepare the final project cost and profitability report.
  • Support the Project Manager and PMO in completing the financial closeout.

Qualifications

  • Bachelor's degree in Accounting, Finance, Management Accounting, Business Administration, or a related field.
  • 3–5 years of relevant experience in project accounting, budget analysis, cost control, construction accounting, or project finance.
  • Experience working with construction, engineering, subcontractors, or project-based organizations is highly preferred.
  • Strong understanding of project budgets, cost tracking, commitments, actual costs, forecasting, and variance analysis.
  • Experience reviewing subcontractor invoices, purchase orders, progress billings, and payment terms.
  • Strong knowledge of Excel, including formulas, pivot tables, lookups, and financial reporting.
  • Strong analytical and problem-solving skills.
  • High attention to detail and accuracy.
  • Ability to work independently while coordinating closely with Project Managers, Site Engineers, Finance, Procurement, and subcontractors.
  • Strong communication and reporting skills.
  • Ability to identify financial risks and escalate issues promptly.

Preferred Qualifications

  • Experience with construction project controls or cost engineering.
  • Familiarity with Estimate at Completion (EAC), Earned Value/Progress Measurement, cash-flow forecasting, and project margin analysis.
  • Experience working with government, military, or U.S. government contracting projects is an advantage.
  • Familiarity with ERP/accounting systems and project management software is preferred.
