The Proposal & Estimation Engineer is responsible for supporting the preparation of competitive bids and the successful execution of projects involving camp construction, temporary facilities, equipment rentals, technical services, and other related scopes of work. The role is primarily responsible for project estimation, proposal preparation, contract review, procurement and sourcing, and bid administration.

We are seeking a hardworking, analytical, and results-oriented professional with strong critical thinking skills who can effectively leverage AI tools and emerging technologies to improve productivity, accuracy, and the overall quality of deliverables in a fast-paced environment.

Duties and Responsibilities:

• Prepare quantity take-offs, obtain vendor quotations, and develop cost estimates, unit rates, and cost summaries.
• Maintain and regularly update pricing databases using current market intelligence and supplier pricing.
• Prepare technical and commercial proposals, bid clarifications, compliance matrices, and other tender documentation.
• Coordinate internal proposal reviews, maintain document version control, and prepare bid schedules and cash flow summaries.
• Prepare Requests for Information (RFIs), qualifications, assumptions, and other supporting bid documents, and provide support during technical and commercial negotiations.
• Support project handover activities following contract award by briefing the Project Manager on approved budgets, cost assumptions, pricing strategies, and commercial considerations.
• Source, evaluate, and prequalify suppliers and subcontractors; issue Requests for Quotation (RFQs) and conduct techno-commercial evaluations.
• Maintain organized tender and contract documentation, including bid pipelines, bid/no-bid decisions, risk registers, and lessons learned.
• Utilize AI tools responsibly to improve efficiency in quantity take-offs, document reviews, cost benchmarking, proposal drafting, and other proposal-related activities while maintaining accuracy and quality.
• Develop and maintain proposal templates, estimation tools, checklists, and standard documentation.

Experience:

• Minimum of five (5) years of relevant experience in project estimation, proposal preparation, procurement, vendor management, and sourcing.
• Experience in utilities, government contracting, camp or temporary facilities, facilities management, construction, or related industries is an advantage.
• Demonstrated experience in preparing technical and commercial proposals for engineering, construction, or infrastructure-related projects.

Education:

• Bachelor's Degree in Civil Engineering is preferred.

Skills and Knowledge:

• Strong understanding of engineering drawings, Bills of Quantities (BOQs), construction materials, project costing, and estimation methodologies.
• Strong analytical and numerical skills with excellent attention to detail, critical thinking, and problem-solving abilities.
• Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint. Working knowledge of AutoCAD is an advantage.
• Excellent written and verbal communication skills with the ability to coordinate effectively across multidisciplinary teams.
• Ability to utilize AI tools and digital technologies responsibly to improve efficiency, accuracy, and productivity.
• Strong organizational, planning, and time management skills with the ability to manage multiple priorities and meet tight deadlines.
• Self-motivated, adaptable, and capable of working effectively in a fast-paced environment
