Job description:
1. Role Purpose
The Project Monitoring and Coordination Officer will be in charge of the Project Cycle Management monitoring. S/he will represent Good Neighbors in overseeing the implementation of the Hyundai Motor Philippines IONIQ Forest project. The PMCO serves as the primary link between Good Neighbors, Hyundai Motor Philippines, Inc. (HMPH), and the implementing partner, Ramon Aboitiz Foundation, Inc. – One to Tree (RAFI OTT).
The primary responsibilities include:
● Monitor project implementation to ensure compliance with the approved proposal, workplan, and budget.
● Coordinate with RAFI OTT and HMPH on project progress, challenges, and milestones.
● Facilitate the fund release based on verified accomplishments and milestone achievements.
● Manage the operational and financial reporting to ensure proper tracking, liquidation, and documentation of project activities and funds.
● Report to Good Neighbors management on project status, risks, and performance.
● Support other tasks and special projects as may be assigned by Good Neighbors management.
2. Key Duties and Responsibilities
A. Project Monitoring and Validation
● Conduct regular field monitoring visits to the Laguluan Tree Park (Sitio Laguilan, Brgy. Prenza, Lian, Batangas) to observe and validate project activities.
● Verify the accuracy of accomplishment reports submitted by RAFI OTT, including:
o Seedling production and planting counts
o Survival rate assessments
o Community training and capacity-building activities
o Infrastructure development milestones (per Site Development Plan)
o Employee engagement activities
● Conduct spot checks and validation of monitoring data to ensure integrity and transparency.
● Document observations through photo documentation and field notes.
● Identify and report any implementation issues, risks, or deviations from the approved workplan directly to Good Neighbors management.
B. Financial Monitoring and Reporting
● Review RAFI OTT's fund requests against approved milestones and deliverables.
● Facilitate the timely release of funds in accordance with the approved Request for Funding Schedule and tranche conditions.
● Monitor budget utilization against the approved annual plan and identify any variances.
● Ensure compliance with financial reporting requirements and proper liquidation of funds.
● Prepare and submit financial reports to Good Neighbors management, including:
o Budget utilization reports
o Liquidation summaries
o Fund transfer and release documentation
● Maintain accurate and organized financial records for audit purposes.
● Coordinate with Good Neighbors finance team on fund transfers, disbursements, and financial compliance.
C. Coordination with Project Stakeholders
● Serve as the primary point of contact for Good Neighbors with RAFI OTT, HMPH, and other project stakeholders.
● Attend and participate in project meetings, consultations, and milestone events (e.g., project launch, employee engagement activities, turnover).
● Maintain open and regular communication with RAFI OTT to ensure alignment on project schedules, challenges, and adjustments.
● Coordinate with HMPH representatives on reporting requirements and fund release schedules as directed by Good Neighbors management.
D. Reporting and Documentation
● Prepare and submit monitoring reports to Good Neighbors management summarizing:
o Progress against KPIs and workplan
o Validation of reported accomplishments
o Challenges encountered and action taken
o Recommendations for improvement
● Consolidate and review quarterly and annual reports submitted by RAFI OTT.
● Document lessons learned and best practices for future project replication.
● Maintain an organized filing system of all project documents, reports, and monitoring records.
E. Risk Management and Compliance
● Identify and escalate project risks (e.g., delays, budget overruns, force majeure events) to Good Neighbors management.
● Ensure that project implementation adheres to the approved proposal, partnership agreements, and HMPH requirements.
● Monitor compliance with environmental and social safeguards.
