Job Title: Senior Chief Accountant

B. Job Summary

The Senior Chief Accountant is responsible for overseeing the overall accounting operations of the company, ensuring accurate financial reporting, regulatory compliance, and effective financial management in support of the institution’s academic and healthcare operations. The position supervises accounting personnel, manages general accounting functions, taxation, budgeting support, and financial reconciliations, and ensures compliance with accounting standards and government regulations. The role also coordinates with external auditors and supports Management by providing reliable financial data, analysis, and recommendations to strengthen institutional financial controls and operational efficiency.

 

C. Specific Duties and Responsibilities

1. Oversees the daily operations of the Finance/Accounting Department, ensuring accuracy, completeness, and timeliness of financial transactions and reports.

2. Supervises and reviews general accounting functions, including accounts payable, accounts receivable, payroll accounting, fixed assets, and general ledger maintenance.

3. Prepares and reviews monthly, quarterly, and annual financial statements and supporting schedules in accordance with applicable accounting standards and institutional policies.

4. Ensures accurate recording and reconciliation of tuition revenues, student receivables, hospital-related transactions, grants, and other institutional income and expenditures.

5. Coordinates the preparation of schedules and documentary requirements for annual external audits and government examinations.

6. Manages compliance with taxation requirements, including preparation and filing of BIR reports, withholding taxes, VAT-related transactions, and other statutory obligations.

7. Reviews and approves journal entries, reconciliations, adjusting entries, and other accounting documents to ensure accuracy and completeness.

8. Monitors cash flow activities and assists Management in budgeting, financial forecasting, and fund utilization planning.

9. Evaluates and strengthens accounting internal controls, policies, and procedures to safeguard institutional assets and ensure regulatory compliance.

10. Coordinates with external auditors, banks, government agencies, and other regulatory bodies regarding accounting and financial matters.

11. Supervises, trains, and evaluates Accounting Department personnel to ensure productivity, compliance, and professional development.

12. Provides financial analysis, reports, and recommendations to Management to support strategic planning and operational decision-making.

13. Ensures proper maintenance, confidentiality, and security of accounting records, financial documents, and institutional data.

14. Assists in the development and implementation of financial systems improvements and process enhancements.

15. Performs other duties and responsibilities that may be assigned by the Finance OIC, President & COO, or Board of Trustees.

 

D. Qualifications

1. Certified Public Accountant (CPA) required

2. 8–10 years accounting experience

3. 3–5 years managerial experience

4. HEI or healthcare accounting preferred
