Job Title: Financial Controller (Healthcare)

Job Summary

The Financial Controller oversees all financial and accounting functions, ensuring the institution’s financial stability and compliance with Philippine regulatory standards. This role is responsible for accurate financial reporting, managing the revenue cycle (including PhilHealth and HMO claims), and providing data-driven insights to improve patient care efficiency and hospital profitability.

Key Responsibilities

Financial Leadership & Reporting

• Oversee the preparation of monthly, quarterly, and annual financial statements in strict accordance with Philippine Financial Reporting Standards (PFRS).
• Ensure timely filing of all tax returns (VAT, withholding tax, income tax) with the Bureau of Internal Revenue (BIR).
• Serve as the primary liaison for internal and external audits, ensuring all hospital records are audit-ready.

Healthcare Revenue Cycle Management

• Monitor the full lifecycle of PhilHealth and HMO claims to minimize return-to-hospital (RTH) or denied claims.
• Manage accounts receivable, tracking days in accounts receivable for patients and third-party payers.
• Regularly review and update the hospital chargemaster to ensure competitive pricing and compliance with Department of Health regulations.

Budgeting & Cost Control

• Lead the annual budgeting process across clinical and administrative departments.
• Perform cost-per-patient and cost-per-procedure analyses to identify inefficiencies in supplies or staffing.
• Evaluate return on investment for capital expenditures such as medical equipment and facility expansions.

Internal Controls & Risk Management

• Implement strict controls over high-value inventory, including pharmaceuticals, implants, and medical devices.
• Establish and enforce internal financial policies to safeguard assets and ensure transparency in procurement.

Key Performance Indicators

• Claims denial rate for PhilHealth and HMO providers.
• Days in accounts receivable.
• Operating margin of core healthcare services.
• Budget variance by department.

Qualifications & Skills

• Certified Public Accountant in the Philippines.
• Minimum 8–10 years of accounting or finance experience, including 3–5 years in a managerial role within a hospital, clinic, or pharmaceutical setting.
• Deep understanding of the Universal Health Care Act, PhilHealth policies, and BIR tax regulations for medical institutions.
• Experience with hospital information systems or ERP platforms such as SAP, Oracle, or local systems like BizBox.
• Strong analytical skills with the ability to translate complex medical and financial data into clear insights for non-finance stakeholders.
• High ethical standards and strict adherence to patient data privacy requirements under the Data Privacy Act of 2012.
