CSC Minimum Qualifications

Education: Bachelor's degree in Accountancy, Bachelor's degree in Commerce/Business Administration major in Accounting

Work Experience: One (1) year of relevant experience

Training: Four (4) hours of relevant training

Eligibility: RA 1080 (Certified Public Accountant)

Add'l. Qualifications/Competencies: Government accounting


III. JOB DESCRIPTION

1. Reviews Journal Entry Vouchers (JEVs) for General fund disbursements, adjustments on salaries, mandatory deductions and remittances, and personnel benefits, liquidation of cash advances and petty cash replenishments and adjustments on recorded Accounts Payable and other prior years transactions through examining the accounting entries drawn for propriety of accounts and completeness of supporting documents to allow proper recording of disbursement transactions;

2. Prepares the monthly Trial Balance by generating supporting schedules and ledger balances;

3. Assists the Accountant III in drafting response to COA findings and observations by collecting evidence and soliciting comments from all concerned staff to submit management comments on audit observations within the period set by the Audit Team;

4. Prepares Monthly Report of Disbursements (FAR 4) for General Fund by providing the amount of actual disbursements to deliver an accurate report to the Commission on Audit (COA) and the Department of Budget and Management (DBM);

5. Verifies disbursement vouchers for Regular Fund (Personnel Services (PS) and Infrastructure Project Transactions).

6. Assists the Accountant III in the review and finalization of Financial Statements and other financial reports required by COA, DBM and other oversight agencies;

7. Assists in the review and certification of disbursement vouchers, LDDAP-ADAs, and other official documents needing immediate action and represents the FAD Accounting Section in meetings in the absence of the Accountant III.

8. Coordinates with FAD-Property Section for the reconciliation of Property, Plant and Equipment (PPE) Accounts by identifying reconciling items between Property, Plant and Equipment Ledger Cards (PPELCs) and Property Cards to establish correct and harmonized balances between Accounting and Property records;

9. Coordinates with FAD-Personnel for the reconciliation of mandatory remittances withheld from employees by identifying reconciling items between Accounting Subsidiary Ledger Accounts and Personnel Section's withholding and remittance records to establish correct and harmonized balances between Accounting and Personnel records;

10. Represents the division to various management, steering, and technical groups/committees through attendance to meetings and performance of assigned committee tasks and functions to enhance and/or strengthen resource sharing and collaborations; and

11. Performs other functions as directed by immediate supervisor.
